More than 100,000 voters around the world nominated 820 mayors for the 2008 World Mayor Contest. Memphis Mayor Willie Herenton landed in the top 50 based on a criteria of:
- Good administrative skills
- Ability to provide safety and security
- Ability to foster good relations among different races and cultures
Only ten mayors out of the top 50 are located in North America. They are:
- Stephen Mandel, Edmonton Canada
- Sam Katz, Winnipeg, Canada
- Martin Chavez, Albuquerque, New Mexico
- Michael B. Coleman, Columbus, Ohio
- Mufi Hannerman, Honolulu, Hawaii
- Antonio Villaraigosa, Los Angeles, California
- Willie W. Herenton, Memphis, Tennessee
- Manny Diaz, Miami, Florida
- Raymond Thomas Rybak, Minneapolis, Minnesota
- Phil Gordon, Phoenix, Arizona
