10 Year-Old Pennsylvania Girl Charged in Brutal Playground Attack; Attorney says She’s Too Young to Understand Charges

ERIE, Pa. (AP) -- A public defender says a 10 year-old Pennsylvania girl is too young to understand the assault charges against her.
  
The child is accused of attacking another girl at a school playground, and stomping on her head and legs until the child's hip was broken.
  
A public defender says he'll ask a Juvenile Court judge to dismiss criminal charges against the 10 year-old.
  
The victim remains hospitalized after last week's attack. She's expected to undergo at least a week of hospital rehabilitation. Her mother says the girl has three pins in her hip to keep the bones in place and may eventually need a hip replacement.
  
Another girl, age 11, is also facing charges, including aggravated assault.

A 10 year old girrl cannot understand that stomping on someone until their hip breaks is wrong?  Unless this child is mentally deficient, I think she can understand.  I am not saying she should be treated like an adult, but she has some serious issues and mental/emotional challenges to be dealth with.  Also, let's hold her parents responsible for her behavior.  They should have to pay the victim's hospital bills and anything connected with her mental and physical pain and suffering.  Maybe if we held more parents accountable for their children's behavior, there would be some incentive to control, teach and discipline their kids!

She doesnt understand???  Ok let me break it down for her.....  Its called assult (you beat up another kid....you get punished)  You cant just go around beating people up and think thats seriously ok b/c you dont understand.  The judge needs forget how to understand sympathy and punish her!!!  Maybe her parents need to not understand what the mall, friends, and a tv are.  I do hope they remember what a good butt whoopin is!!!

 The attackers get younger and younger.  The group of 3rd graders that plotted against their teacher and now this child can't understand the assault charges, but she knew how to use her strength to hurt someone.  Where are the parents? Who is teaching the children that you are supposed to express bad feelings without violence?  
  I think parents should be held responsible, especially for children under the age of 14.  The child is using skills they learned in the home.  If Mom and Dad aren't teaching values, nobody else is.
