Go home or go to jail! Helena-West Helena Implements Curfew for All Ages

Helena-West Helena, AR - Go home or go to jail!  Those are the only two options for people living in one Mid-South neighborhood.  The mayor of Helena-West Helena, Arkansas has issued a mandatory curfew.  The curfew is in place for an area he refers to as a "hot spot" for crime.  It applies to anyone, any age, and any time of day.

According to Mayor James Valley, this move is in the best interest of the city.  Valley said, "This curfew is for all people...everyone is subject to be stopped - almost like marshal law.”  And that's exactly what some are calling it.  The mayor has issued a curfew for a neighborhood that extends about a mile - not too far from city hall.  If you're caught outside without a good enough excuse, you're going to jail.

"It's zero tolerance, you're going to jail," said Mayor Valley.

It's an idea that's okay with resident Martha Coleman.  "You never know where a bullet is going to go, who's house it's going to hit and sleeping on the floor because you don't know where a bullet is going to go.  It might be in my house or my neighbor’s home, so I commend the police department," said Coleman.

But others say instead of addressing the problem, this will make things worse.  Instead of "Home Sweet Home," the past 24 hours have been a nightmare said one resident.

Resident Richard Robinson refers to it as, "jail - you can't come out your own home, you can't go to the store without being harassed by police."  While Robinson applauds the city's efforts he says the police department is handling this the wrong way.  “When police tell you, you can't come outside and you are on your own property, I think that's marshal law and it can only be enforced by the National Guard - That's my opinion," said Robinson

But after several rapes, robberies and shootings, Mayor James Valley says he's exhausted all possibilities.  And he says this is the best move to turn around what some are calling a rough area.

Mayor Valley said, "This turf belongs to taxpaying citizens, not to hustlers and drug dealers...We are going to pop them in the head."

The residents of this neighborhood aren't the only ones in uproar.   Eyewitness News Everywhere has learned that the American Civil Liberties Union has sent a letter to the mayor claiming his curfew is a violation of the 1st, 4th and 14th amendments.

what else would they have him to do about crime, sometimes your amendments has to be interrupted in order to get some order, I personally think he is doing the right thing.

Any public official that does not follow "rule of Law" is nothing more than a thug himself, we have sufficient laws and sanctions on the books to effectively deal with the problem without disparaging law abiding citizens rights.
This is nothing more than a ploy by the mayor to seize greater power for the government, ala George Bush. Even if the people vote for it, government intervention must follow the Constitution ( the supreme law of the land), if you want to have a police state, move to Russia. This makes the ultimate sacrifices that too many Americans have suffered to defend freedom moot! Arrest the criminals and leave the citizens alone. I say fight back for your rights, you have the second amendment in place for just such a situation where the government is intolerantly abusive, and restrictive of rights guaranteed every citizen of these once United States. This depends on how you look at the situation. If you look at it from a police perspective you have to understand that the law ties the hands of law enforcement officials in a big way and there is only so much can be done so working with a handicap such as that you cannot just sit back and let crime go and let everyone do whatever they want when they want. Police officers are hated and until the public changes their attitude toward police officers and joins with them in the fight against crime then this is a losing battle.

If you look at this situation from a parent perspective and you want your children brought up right and teach them right from wrong then parents should realize that this can keep their children out of a lot of trouble or becoming the victim of a crime themselves. You may not think your children do anything wrong but answer this question for me. if your child is out on the streets around midnight 1 night and gets shot and killed would you still be against the curfew?

As I said earlier in this comment until the hatred of law enforcement officials stops and there is a community wide team effort in every city in America to make changes then this is a losing battle.

This could make a major difference in their crime infested community and it could also blow up in his face and cause some major outrage but how many times have you said or heard someone say that they stay home to avoid the crime in the streets? Really I think people are mad because they are being forced to do it. Kids of course should have a curfew and we parents should be home with our children! I totally agree with what this man is trying to do. I live in Memphis and the crime is high....it's not uncommon to see an under age child out way past the "street light" rule I was raised on. We need to keep our children off the streets....keep them at home and get them into something recreational and positive but parents we have to have some structure in our lives too....we can't run wild in the streets....whose gonna raise the children left at home?  I was raised with both of my parents in the home and as a widow I'm raising 3 children alone....so I've experienced both ends of the spectrum.  I don't want to steer too far from the subject at hand. I'm not a fan of police for reasons not related to this topic and I say all of that to say this...in order for any change to occur we have to come together, work together, & pray together.   :)   So why is everybody having a cow about having to adhere to a curfew??? Those who are complaining are probably the same people who don't leave their home unless they have to.  Give the man a chance to answer to your demands of fighting crime and making your streets safe!!!   Like DeltaTechMan said: if your child is out on the streets around midnight 1 night and gets shot and killed would you still be against the curfew?
